Why do liberals believe that Bush is going to be brought up on charges for war crimes?

Everything Bush did was with the approval of the US Congress. So are liberals actually suggesting that the same guy that they spent 7 years calling a chump, a chimp, a moron, an idiot, and a dimwit was actually smart enough to trick the ENTIRE US government and leading democrats into a false war?
