I cant find a "dress" to wear casually. i want a casual dress..?

Go for a skirt and top ensamble. Brown linen works best and its great for travel. I wore mine all over europe and depending on what shirt i wore with it it could be casual or not. If that doesn't work go for bluejean overalls that have a skirt instead of pants. Go to a Tj-max Ross or Marshalls if the mall is to expensive. Thats where I found both items mentioned above.
