Brown&Brown Insurance of Daytona, Fl. had to pay back more than $2,000,000 to cities and county's in Florida.?

Brown&Brown Insurance had to repay over $2,000,000 because they were charging undisclosed fees, they also had to pay $1,000,000 for the cost of the investigation by the State of Florida. This was part of an agreement. Also in the agreement Brown&Brown agreed not to give bad advise, after the agreement they did give bad advise, and admitted they gave bad advise. Does this violate the agreement with the State of Florida and should they either pay more fines, say $100,000 and $900,000, or not be permitted to sale insurance in Florida. Or due they have solvent immunity.
