What's The Police Policy On Breaking Down Doors?

The law typically allows the police to take appropriate action in what are called "exigent (emergency) cirstances." If a suitable emergency occurs (such as a life being at risk), then the police can do whatever is required - break open the door, shatter the window, cut through the roof, etc - to resolve the emergency.
